The circular economy has become a strategic framework for addressing waste issues and enhancing national competitiveness. This model emphasizes extending the life cycle of products, optimizing resource use, and reducing environmental impacts through redesigning production and consumption systems. In the context of green development, the circular economy can create added value through technological innovation, material efficiency, and the integration of sustainable supply. This article examines circular economy-based waste management as a green development strategy to enhance the competitive advantage of developing countries, including Indonesia. Through literature review and a conceptual approach, this study assesses the relationship between circular practices, environmental performance, and national competitiveness. The results show that successful implementation depends on multi-stakeholder collaboration, supportive regulations, and industrial innovation. These findings provide theoretical contributions as well as practical implications for the formulation of national green development policies.
